Vidya Dhar; Bakhshi, son of Ram Chand, of Dhera Bakhshian, P. S. Jatli,
District Rawalpindi. Educated at the D. A. V. High School, Rawalpindi.
Went to Japan in 1915 after Matriculating and studied there in a Training
College. Was an important member of the Ghadr Party. Adopted a
thoroughly anti-British attitude in Japan. Was in close touch with the
notorious Rash Behari Bose (R-32). Boasted of the fact that he was in the
pay of the Germans and devoted himself heart and soul to the cause of
revolution and was one of the leaders of the movement to boycott H. R.
H. the Prince of Wales during his visit to Japan in 1922 and was known to
have gone so far as to discuss the assassination of the Prince. In 1918 all
remittances of money addressed to this man were held up. In September
1926 he applied to H. B. M.'s Consul-General at Kobe for a passport to
enable him to visit the Philippines, Dutch East Indies and other countries
en route to India. He was permitted to return to India, but was refused
facilities to travel to any other country. He accordingly decided to return
and information received in November 1926 showed that his visit to India
was connected with some political mission. Left Kobe, Japan, for
Bombay via Singapore on the 2nd of November 1926 and arrived at
Bombay on the 2nd of December, where he carried on piece-goods
business till the 23rd of February 1927, when he left for Lahore and thence
proceeded to the village Jatli in the Rawalpindi district. Left Jatli for Lyallpur
whence he proceeded to Sangla Hill in the Sheikhupura district in May
1927. Subsequently he went to Delhi where he settled as a cloth merchant
in Chandni Chowk. He is now a commission agent in Delhi, where he
deals in Japanese goods. He has not come to notice politically or
otherwise. Owns landed property at his village.
