Tirath Ram Bali

Tirath Ram, Bali, son of Rattan Das, Brahmin, of Bhabra Bazzar, Rawalpindi (originally of Kanjrur Dattan, District Sialkot). Was formerly employed on the Uganda Railway and dismissed for seditious utterances. Subsequently employed in the Audit Office from which he was again dismissed for the same reason. Regularly received the "Ghadr" and was a distributing agent for such literature which he received from America. His name occurred in a list of Indians at Nairobi to whom Krishna Varma was asked to send his "Indian Sociologist". Was deported to India in the Spring of 1915 and interned. Was reported to be a leader of the internees. His brother Ganesh Das was shot for treason in November 1915 at Voi, British East Africa where he worked as a fuel contractor. An ardent Arya Samajist. Released and restricted in March 1917. Restrictions removed in December 1919. Joined the National Volunteers in 1921 and was made their Captain. Became a member of the Rawalpindi City Congress Committee in 1922 and on the arrival of the Prince of Wales endeavored to bring about a hartal and was later engaged in picketing liquor shops. Was convicted under Sections 17(2) A, and 17 (2) B, of Act 14 of 1908, and sentenced to over a year's imprisonment. After his release in 1923 he was appointed Secretary of the Rawalpindi City Congress Committee. In 1925 was employed in the firm of Forbes Forbes, Campbell & Co., Karachi. Sailed for Kenya Colony from Bombay in March 1926. Was prosecuted for being a prohibited emigrant and sentenced to 2 months' simple imprisonment and was ordered to be deported to India after the expiry of the sentence. Sailed for Bombay from Nairobi by the S.S. "Karapara" on the 29th of December 1926. Returned to Rawalpindi in January 1927. Took up employment with the Punjab Film Co., Bombay, in August 1931. Associated with the members of the Nau Jawan Bharat Sabha. In 1931 declared himself a dictator of the local Congress Committee. Spoke at various Congress meetings held at Rawalpindi in February 1932 at which the boycott of foreign goods and the necessity for doing practical work were urged. Mixes with local and provincial revolutionaries and is an extremist in politics. Is said to know bomb-making. Was arrested under Section 4, Ordinance V of 1932, on 21st February 1932 and convicted and sentenced to 6 months' rigorous imprisonment on 22nd February 1932. He was appointed Secretary of the "Buy Indian Swadeshi League", Rawalpindi in March 1933 and also of the local Anti-Communal League formed in the following month.
