Ram Kishen, son of Thakur Das, of Kollowal, District Jhang. Obtained the degree of "B. A." from the National College, Lahore, an institution started by the late Lala Lajpat Rai in 1921 and which ceased functioning in 1924. He became one of the earliest adherents of the Punjab Nau Jawan Bharat Sabha of which he was eventually elected President in 1929. In this capacity he soon came to the front as a political speaker. Developed communistic tendencies and associated with the most ardent local communist such as Kidar Nath Sehgal (K-57), Abdul Majid alias M. A. Majid (A-2) and Sohan Singh Josh (S-54). Was served with an order under Section 144, Criminal Procedure Code, prohibiting, among other things, the collection of funds for the Bhagat Singh (murderer of a Police officer in India) Defense Committee, by the District Magistrate, Lahore. He attempted to defy the order and consequently was convicted to 3 months' imprisonment but was subsequently acquitted by the Sessions Court. After his release he resumed his political activities with increased vigor. In a speech at Lahore on 19th December 1929, he advocated Bolshevik and Communistic methods to overthrow the British Government. In May 1930 soon after the Naujawan Bharat Sabha had been declared an unlawful association, Ram Kishen disappeared. A warrant under Section 17 (2) of the C. L. A. A. was issued for his arrest. He was eventually arrested at Shabkadar, Northwest Frontier Province on 24th July 1931, while on his way to Peshawar from across the border. He was found disguised as a Muhammadan under the assumed name of Ghulam Mustafa, and on his person were found a letter in German to the address of Mr. K. K. Puri, from Mitha Singh, a well-known Communist at Kabul, and a list of addresses of other Communists including that of Muhammad Iqbal Shaidai (M-47). Subsequently it transpired that Ram Kishen had been sent to Russia as an emissary ofthe Naujawan Bharat Sabha to obtain financial assistance from the Bolsheviks. Having obtained credentials from Shaukat Usmani, then under-trial in the Meerut Conspiracy Case, through Fazal Elahi Qurban (F-4), he proceeded to Peshawar, where he got into touch with Must. Nikko Devi, a well-known returned emigrant. An anarchist in touch with the "Bengal Party". Associated with emigrant revolutionaries at their headquarters at Amritsar and Lahore in January and February 1915, and sent for trial in the Lahore Conspiracy Case. Was considered by the Tribunal to have been one of the main revolutionaries working in the background and sentenced to death. The sentence was afterwards reduced to one of transportation for life. Released in September 1927 and restricted to his village for three years with a security of Rs. 3,000 to be of good behavior. Attended the Naujawan Bharat Sabha Conference in Lahore on 23rd February 1929 at which he read a poem on the first day and delivered a lecture describing jail life on the following day. In view of his activities, he was again ordered by the State authorities to furnish security for Rs. 5,000 to keep the peace for two years and to refrain from leaving Kapurthala without permission. He disobeyed the order and was sent to jail for two years where he went on hunger strike. Was released subsequently. He was again arrested in June 1929 in the Lahore Conspiracy Case and was made on approver. He retracted his statement and was released on 22nd October 1930 but was prosecuted under Section 193, I. P. C. and sentenced on 13th March 1933 to two years' R. I. and a fine of Rs. 500. In January 1931 he paid a visit to Calcutta where he stayed with his brother Durga Dass who is running Krishna Soap Factory on the Harrison Road. On his return to Lahore in March of that year he was appointed office. Secretary of the Bhagat Singh (murderer of a Police Officer in India) Memorial Committee in connection with which he collected money from Kapurthala. Is a friend of Thakar Singh of Kala Sangha (T-18) and Jagan Nath of Kapurthala (formerly connected with seditionists) and lives in the Bradlaugh Hall at Lahore. Seldom visits Kapurthala. His associates include Duni Chand of Ambala, Abdul Majid alias M. A. Majid (A-2) of Lahore, Sardul Singh "Cavessieur", Sant Ram Pandha of Lahore and Ferozeuddin Mansur of Sheikhupura (F-5).
