Partap Singh, son of Indar Singh, of Shankar, P. S. Nakodar, District
Jullundur. An ex-convict and bad character. Emigrated in 1904.
Distributor of the "Ghadr". Delivered seditious lectures at Vancouver. A
friend of Bhagwan Singh of village Viring, district Amritsar, the deported
Granthi who was formerly one of the leaders of the Ghadr Party, and
intimate with Banta Singh (hanged), of village Sanghwal, district
Jullundur. Returned to India in May 1915 and was restricted to his village
in October of that year. Harbored Dalip Singh, a dacoit of Mustafapur
(since dead), when he escaped from jail and was sentenced to 2 years’
vigorous imprisonment and a fine of Rs. 50 under Section 216, I. P. C.
early in 1916. Was reported in 1917 to be dangerous. Restrictions
removed in January 1919 and in June of that year was placed on security
for Rs. 3,000 after the Punjab disturbances. This order was eventually
cancelled on 8th April 1920. Took part in the Akali movement. Left for
Canada in 1920. In 1922 he was in Central California and reported to be a
close adherent of the Ghadr Party. In 1923 he was elected a member of
the Canadian American Press Society of Doaba in Vancouver. Was a
Priest of the Vancouver Sikh Temple. Believed to be a link between the
Sikhs in Canada and the Ghadr Party in America. Was reported in 1927
to be an active supporter of the Akali agitation. Spoke at a meeting in the
Vancouver Sikh Temple on 15th January 1932 saying that in spite of his
old age he was prepared to do his utmost for the cause of his country. He
is an old friend of Rattan Singh of village Raipur Doaba, district
Jullundur (R-36). Has not returned to India so far.
