Kesar Singh, son of Mangal Singh, Goldsmith, of Village Sursingh, P. S.
Bhikhiwind. District Lahore. An ex-sepoy of the 93rd Burma Infantry.
Was formerly a Constable in the Shanghai Police whose discharge was
purchased by the Ghadr Party for revolutionary purposes. He returned to
India by the s. s. "Mishima Maru" in 1915 with Nidhan Singh's (a former
leader of the Ghadr Party) Ghadr Party and attended the Jhar Sahib
meeting in November. Was restricted to his village and subsequently sent
for trial in the Supplementary Conspiracy Case and sentenced to
transportation for life on 30th March 1916, which was reduced to 7 years'
R. I. as a matter of clemency by the Punjab Government. While
undergoing his term of imprisonment in the Hazari Bagh jail he escaped
from custody, was recaptured and sentenced to two years' R. I. more. He
was released conditionally from the Hoshangabad jail in May 1923. He
was remanded to thejail to undergo unexpired portion (1 year, 10 months
and 22 days) of the sentence of additional two years R. I., passed upon
him on account of his escape from the Hazari Bagh jail which had
accidentally been omitted from the form of acceptance of conditions
signed by Kesar Singh at the time of his release. He was released from
jail on the expiry of his sentence and is now living in Jand, P. S. Voltoha,
and is reported to be quiet.
Description : Age about 40 years; height 5'-5"; sallow complexion;
strong build; a boil mark on the right forearm; a boil mark on the left
eye-brow.
