K-31. Kartar Singh, son of Chogatta Singh, Village Moga Mahla Singh, P. S. Moga, District Ferozepore. He left India at the age of nine for the Malay States and has not since re-visited his home. He is said to have enlisted in the Police Department of the Malay States, where his brother named Chanan Singh was serving as a Havildar but after five years he went to Panama and became a bus driver. He is reported to have written a seditious letter to the Editor of the "Asli Qaumi Dard" on 31st January 1931 and to be a member ofthe General Committee ofthe Ghadr Party in Panama.
