Harbans Singh, son of Hakam Singh, Village Kamana, about 100 miles
from Lahore. Went to New Zealand in 1925 or 1926 via Australia and
resided at Rotoura with his father who died 5 or 6 years ago. In July 1932
he wrote a letter to Shiv Singh, Suva, Fiji (S-49), asking for monetary
help with a view to going to 'hospital' (meaning the University of Moscow) under orders of the Ghadr Party headquarter to undergo military
training and mentioning that he was in correspondence with the German
Consul. In a subsequent letter Harbans Singh told Shiv Singh about his
impending departure for 'hospital' where a large number of comrades was
assembling for instructional purposes. On 21st January 1932 his camp at
Mangawhare, Hawkes Bay was searched and a quantity of Ghadr Party
and other seditious literature was found and seized. For this offence he
was convicted and fined £5. He is believed to have written to the German
Consul at Wellington about 6 months ago with a view to obtaining a
passport to Germany on the ground of visiting a friend in Hamburg who
was prepared to pay his passage money. So far as has been ascertained he
has not made any arrangements to leave the colony. His brother Milkhi
Singh and another Indian Mela Ram are working with him on cutting
scrub at Rawhiti Station. Hawkes Bay, and his contract was due to expire
on 19th March 1933.
