Harbaksh Singh, son of Harnam Singh, Village Garjakh, P. S. Sadr,
District Gujranwala. He was Director of the Singapore branch of
Messrs. Rose & Co. of Sialkot in 1922. In February 1923 he left for
Shanghai where he became a notorious seditionist. In April 1924 he
was sentenced to two months' hard labor for publishing seditious
pamphlets and was deported in September 1924. On his arrival
in India he joined the Canadian Shahidi Jatha and in November
1924 was arrested at Rawalpindi under the C. L. A. A. He was
subsequently convicted and sentenced to two years' R. I. with a fine
of Rs. 1,000. On release from jail in September 1926 he took up his
residence at Sialkot and became a shareholder in the Indian firm of
Messrs. Rose & Co. Sports Manufacturers, Sialkot. In May 1927, he was in correspondence with Rash Behari Bose (R-32) and towards the end of
that year it was reported that Messrs. Rose & Co. intended to smuggle
him to Sourabaya. About the same time he applied to the Singapore
authorities for the grant of permission to land in Singapore in order to
attend to his business but his request was refused. In February 1929 he
was reported by the Shanghai authorities to have written to Ishar Singh,
General Secretary, Khalsa Diwan, Shanghai, encouraging him and his
associates to carry on seditious activities and asking Ishar Singh to send
him the Duplicator which he needed in India for Ghadar work, but this
could not be substantiated by enquiries made by authorities in the Punjab.
The latter however reported that he had not come to notice since his
return.
