Duman Singh, son ofAttar Singh, of Paldi, District Hoshiarpur. Went to
Canada in 1907. About 1915 his address was Box 37, Rosedale, B. C.
and he was Secretary to the Ghadr people living in the vicinity. He, with
Maga Singh, Dhan Singh, and Naurang Singh, wrote a seditious letter to
Munsha Singh, Mistri, c/o Nihal Singh of Jandiala, district Jullundur.
While at Rosedale, Duman Singh used to collect subscriptions from
Indians in the neighbourhood and forward them to the Ghadr Party at San
Francisco. Was also a regular recipient of the "Ghadr". Is reported to
have given aid of $200 to one Munsha Singh of Jandiala, district
Jullundur, who wished to return to India from Canada, on the
understanding that he would commit dacoities in India with a view to
assist the Ghadr movement. In 1922, he was elected to serve on the
Committee of the Victoria Island Doaba Society, which was started with
the object of helping the Sikh League Press. Returned to India by the s.s.
"Caledonia" landing at Bombay on 16th November 1923. Is reported to
have visited Amritsar in December 1923 and to have returned to his
village after drawing Rs. 22,000 from the National Bank which is said to
have been the proceeds of his share in the Mayo Lumber Co., Duncon, B.
C. Was in possession of a passport valid for return to Canada by
November 1924, for the renewal of which he applied in October 1924. As
he had not come to notice adversely since his return no objection was
raised to the renewal of his passport. Left for abroad in 1927. Is said to be
working in the Kapur Mill at Sooke Lake near Victoria, B. C. He is
suspected of securing passports by false representations to enable Indians
to enter Canada illegally. Owns landed property at his village.
