Devindar Singh ’Kata!’, alias Teja Singh, son of Thakur Singh, Village
Sansarpur, District Jullundur. Is a matriculate. He is believed to have
sympathised with the Akalis during the Akali movement though he posed
as a helper of the Government. On 27th February 1926 he was granted
passport No. 20054 for Kenya Colony by the Punjab Government. In
1928 he was working as Honorary Secretary ofthe Sri Guru Singh Sabha,
Nairobi, East Africa. In 1931 he was employed as a clerk in Barclay's
Bank Nairobi. Was said to have a great following there and to be a great
agitator and a rank Communist. Was said to have been receiving financial
help from Moscow through Ishar Das for his Communist propaganda in
the Colony. About the latter half of 1931 he wrote a letter to Bhag Singh
Canadian (B-47) requesting that copies ofthe "Mazdoor Kisan" might be
sent to some 20 addresses in Kenya Colony. He further stated that he had
organised a Kirti Party in Kenya and asked for a letter ofintroduction to
assist those of its members whom he hoped to send to Moscow for
training. He also contributed an article to the "Hindustan Ghadr" for
February 1932 in which he exhorted the youths to strive hard to free their
country. Was issued with Kenya passport No. A.-18994 valid for the
British Empire and endorsed for Panama on 13th January 1930, in
applying for which he stated that his previous passport had been lost. Was
last heard ofin Zanzibar in January 1932.
