Dalip Singh, alias Bir Singh, alias Rai Singh, son of Mallukh Singh of Raoni, P. Si Muktsar, District Ferozepore. He was educated at the Khalsa School, Amritsar, and was an Assistant Editor of the 'Punjabi Bahan' of Ferozepore before he accompanied Baba Gurdit Singh (G-46) as his Secretary on board the "Komagata maru". He disappeared after the Budge Budge riot, reappearing in May 1933 shortly after which he interested himself in the Nabha question. In October 1923 he was sentenced by the State authorities to six years' imprisonment under Sec. 124-A. I. P. C. but the sentence was suspended in May 1926 on his giving an undertaking not to enter the State territory without permission. The Akali Leaders' Case in which he was also sent up for trial was withdrawn. On his release he held the offices of the Assistant Secretaiy of the Pardesi Khalsa Diwan and the Desh Bhagat Parwar Sahaik Committee (Committee for the relief of the families of political prisoners) and General Secretary of the Prithinidi Khalsa Diwan and was then said to be holding advanced political views and contemplating the publication of a history of the voyage of the "Komagata Maru". In December 1926 he was elected Vice-President of the Shiromani Akali Dal and it was he who moved a resolution condemning the Government's policy against the exMaharaja of Nabha at the 6th Session of the Central Sikh League at Hoshiarpur in October 1927. He also actively participated in the Sisganj Gurdwara agitation and also in that for the boycott of the Simon Commission. He congratulated the late Pandit Moti Lal Nehru and Dr. Syed Mahmud on their arrests at a political meeting held at Muktsar in July 1930 and delivered several other speeches in other political meetings, though in a guarded tone. He is at present Manager of the local Gurdwara Committee and is said to be a desperate character. His recent associates include among others Naurang Singh Ghalli of Ferozepore (N-37), Secretary of the local Kirti Kisan Sabha, Sardars Mangal Singh, Assistant Editor of the 'Akali', Kharak Singh, Sardul Singh Cavessieur and Sunder Singh President of the local Congress Committee.
