Chanda Singh, of Lalpura, Afghanistan. Reported to be the head of the
Ghadr Party in Lalpura. Said to be working as an intermediary between
the Afghan and India members of the Ghadr Party and is suspected of
smuggling arms to India. He was present at a tea party given by Gurmukh
Singh (G-54) on 11th April 1932 to his friends at which the question was
discussed of the route to be followed in future by the Ghadr Party agents
when proceeding to India, and it was eventually decided that they should
go via the Kabul river to Shabkadr.
