Chanan Singh, son of Chattar Singh, Village Jaisinghwala, Police Station
Bagha Purana, District Ferozepore. According to his statement he left
India in 1899 or 1900 for Hong Kong and thence proceeded to Manila in
1901. Has all along been in Manila with the exception Qf 2 short visits to
India in 1903 and 1911 (or 1912). He was reported to be a very wealthy
member of the Ghadr Party in Manila. While the s.s. "Korea" bringing a
portion of the Ghadr Party from America was stopping at Manila, Chanan
Singh accompanied by Hafiz Abdullah Khoja of village Jagraon, district
Ludhiana (hanged in the Second Supplementary Lahore Conspiracy
Case), Shanti Lal of Mohalla Qilla, Jullundur City and Hazara Singh
visited the ship. They stated that they were regular recipients of the
"Ghadr" and were trying to increase the membership of the society at
Manila and that they would possibly accompany the "Korea's" passengers
to India in the interests of the Ghadr cause. He was mentioned as
treasurer in a very mutinous letter which was written from the Yugantar
Ashram to Hafiz Abdullah Khoja. About 1917 he was Vice-President of
the Indian Revolutionary Society, Manila, whose activities were largely
financed by him. He is a money-lender by profession. He has a brother
Dharm Singh who returned from Manila in July 1921. At about the same
time he set up a saloon with K. Santa Singh. In 1922 he was Vice-
President of the Indian Association of Manila, and was suspected to be
the ring-leader in an abortive attempt to assassinate His Royal Highness.
The Prince of Wales during his visit to Manila in that year, which he,
however, flatly denied at an interview with His Britannic Majesty’s
Consul at Manila in 1927. In 1926 his name appeared among the list of
Indian subscribers to the Desh Bhagat Qaidi Parwar Sahaik Committee
(Patriot Prisoners Relief Association). He was granted an Emergency
Certificate for a single journey to India in April 1926, but he does not
appear to have made the journey and in 1927 was still reported to be in
Manila. In July 1927 he is said to have sent a letter to Indar Singh and
Kartar Singh asking them to have one Bishan Singh "cleared out of the
way" at any cost either by implicating him in a robbery or planting a
pistol in his house or bribing the police. He is still in Manila where his
address is P. O. Box 1350, Manila, P. I.
